In focusing on population and development strategies, UNFPA seeks to ensure a balance between socio-economic development and population dynamics by providing appropriate information and analysis, influencing policy, planning and programmes, and building national capacity in population programming.

During the Sixth Country Programme of Bangladesh, UNFPA in its effort to contribute to the goals of ICPD, MDG and PRSP has continued to operationalize PDS sub-program through implementation of several ongoing and new activities. This process focused on: undertaking relevant policy dialogues and researches; integrating population dimensions into development strategies that reflect the individual needs of men, women and adolescents; stimulating a better understanding among policy makers of the importance of the linkages between population and development; and strengthening national data systems and analytical capabilities for policy formulation and programme development and monitoring.

sensitize, increase awareness and enhance understanding of policy makers and other influential persons on these issues and mobilize their support for policy changes or formulation of new policies. Based on proceedings of the dialogues, a policy brief / strategy paper is being prepared on each dialogue topic.

Dialogues were held with sectoral ministries at national level and their counterparts at divisional level to develop action plan to meet the fertility reduction challenges (such as increasing age at marriage, reducing impact of population momentum etc) by respective sectoral ministry.

A series of five interrelated research studies to examine the various dimensions of fertility leveling during 1993/94-1999/2000 have been carried out and from these policy lessons will be drawn. These are: assess the differences of age specific fertility rates and proportion of marriage through analyzing BDHS and BBS data; access to high schools and its impact on RH attitudes and behaviours; analyze trends in discontinuation, failure and switching of contraception in Bangladesh; obtain in-depth insights into reasons for unwanted and mistimed births; and factors affecting low performances, in terms of high fertility and low use of contraception in Sylhet, Chittagong districts and coastal belt areas



Important studies on critical population and development issues that have been undertaken includes the following: study on promotion of responsible healthy reproductive and sexual behaviors among the adolescents; study on factors related to dowry in Bangladesh and; status of population committees at the district, union and ward levels.

officials at different levels: (i) Orientation training for mid and senior level officers, and (ii) Short-term training for the planning officials of sectoral ministries.

UNFPA is also supporting a study to examine the relationship between population, particularly reproductive health and poverty in rural context. The project is expected to (i) establish an analytical framework for understanding linkage between RH and poverty of poor women (ii) analyze the RH disease pattern of women in the study area (iii) determine factors affecting RH of women and (iv) identify appropriate interventions for improving reproductive health of poor women.

Digitized enumeration area maps will establish data - base that could be used for population census as well as economic and agricultural census and for other uses such as preparation of thematic maps on poverty, and others. These specialized maps will help in identifying vulnerable areas for programme interventions and will greatly contribute to utilization of data in preparing policies and programmes.

Under UNFPA's programme on capacity development of teaching institutions on population issues, students at Dhaka

University received merit scholarships and faculty members completed short-term foreign training to further upgrade their knowledge on population and development. Some faculties also participated in international meetings to broaden their views on population issues through international exposure/conferences. Students of Dhaka University and Rajshahi University were awarded research grants on competitive basis to develop analytical skill and knowledge base on topics related to ICPD issues

In UNFPA's 7th country program, two outputs of population and development component will contribute to the following UNDAF outcome: the human rights of children, women and vulnerable groups are progressively fulfilled within the foundations of strengthened democratic governance. The output "Population and gender concerns integrated into national and sectoral plans" will contribute to better understanding of discriminatory provisions towards women and girls in national policies and strategies and raise awareness about the importance of gender and reproductive rights. The other output "Improved analysis and utilization of data disaggregated by age, sex, economic status and location" will improve understanding of demographic trends, including the determinants of TFR, understanding of links between RH and poverty viz-versa. It will also contribute towards strengthening national capacity in collecting and analyzing data and formulating policies that will realize the goals and targets of the ICPD, MDG, PRSP and SWAp.
