Sector Wide Approach (SWAp) in Health and Population Sector has been in place in Bangladesh since 1998. With the end of HPSP (Health and Population Sector Programme) the new government in 2002 contemplated a new sector program called HNPSP (Health Nutrition and Population Sector programme) for the period of 2003 -2006. The goal of the Health SWAp (HNPSP 2003-2006) is to achieve sustainable improvement in the health, nutrition and reproductive health of the vulnerable groups, including women, children, the elderly and the poor. The priority objectives of HNPSP are: Reproductive Health, Child Health and Nutrition, Limited Curative Care, Control of Communicable Disease such as HIV/AIDS, and Behavior Change Communication. Major program objectives of HNPSP are as follows:
i) Reduction of TFR from 3.3 to 2.8 by 2006
ii) Reduction MMR from 320 to 275 by 2006
iii) Increase skilled attendance at birth to 25% from 13% by 2006
Under the major program areas of Reproductive Health, Gender and Population and Development Strategy of the 6th Country Programme, all UNFPA projects are geared towards contributing to the program objectives of HNPSP. For example, HNPSP has envisioned to increase the access to Emergency Obstetric care from 12% in 2003 to 25% in 2006 and to increase delivery by skilled birth attendant from 12% to 25 % by 2006. With this end in view, all district level MCWCs have been strengthened in their capacity building to handle emergency obstetric care and 1500 Community Based SBAs have been trained by UNFPA
UNFPA regularly attends the HNP Consortium meeting and has been active as the Vice Chair of the Consortium since 2004. It also made its due contribution to the Pre Appraisal and Appraisal mission of HNPSP and in giving critical inputs to the Project Appraisal Document (PAD) and to the APR process. In HNPSP, UNFPA is both a Parallel and Pool financier.
