UNFPA and MDGs
UNFPA and MDGs
UNFPA was the lead agency in preparing the Bangladesh MDG progress report on goal 5 (Improving maternal health ) target 6 (reduction of maternal mortality by 75% by 2015 from 1990 level) where MMR is to be reduced from current level of 320 - 400 to 143 by 2015. UNFPA also led the initiative to add "Access to reproductive health services for all" as an additional target and four additional indicators along with the global indicators:
I) Maternal Mortality Ratio and
II) Proportion of birth attended by skilled health personnel,
The additional indicators that were added in the MDG report are :
i. Reduction of Total Fertility Rate from 3.0 to 2.2 by 2015
ii. Reduce the proportion of maternal malnutrition by two-third by 2015
iii. Increase median age of marriage for girls by 2 years from 18 by 2010
iv. Reduce the proportion of maternal deaths caused by violence.
The Stockholm Highlevel roundtable on "Reducing poverty: Achieving MDGs : Investing in Reproductive Health and Rights" declared in their Call to Action that "Access to Reproductive health for all is not only an end in itself but also a means to achieve all the MDGs". Given the above strategies, specific areas of action in the UNFPA 7th country program are: safe motherhood and reproductive health information and services with a special focus on youth, promoting gender equality, advocacy and policy dialogue, not only contributing towards achieving MDG 4, 5 and 6 but essentially all the MDGs. For example, relation with MDGs and RH can be illustrated as follows:
Top
1. (MDG 1: Eradicate Extreme Poverty and Hunger)
Access to RH reduces fertility, brings about favorable age composition, results smaller household improving income and reducing poverty .
2. ( MDG 2: Achieve Universal Primary Education)
Access to RH results fewer children per household so better schooling, less pupil per teacher, better human capital formation resulting less poverty.
3. (MDG 3: Promote Gender Equality and Empower Women)
Access to RH delays marriage, so less child bearing by school-aged girls, this promote gender equity in secondary education and empower women with more opportunities.
4. (MDG 4: Reduce Child Mortality)
High infant mortality is both a cause and effect of high fertility. Access to RH will contribute to less risk of infant and child mortality and will contribute to reduce poverty.
5. (MDG 5: Improve Maternal Health)
About 12000- 15000 women die to pregnancy related causes and in most cases these are preventable. Access to RH will contribute better obstetric care and skilled attendant during delivery reducing maternal mortality.
6. (MDG 6: Combat HIV/AIDS)
Bangladesh is low prevalence but high vulnerability in HIV/AIDS. Access to RH will ensure safe sex that will help combat HIV/AIDS.
7. (MDG 7: Ensure Environmental Sustainability)
Access to RH will reduce households size which will result sustainable use of resources, and less environmental degradation.
8. (Develop a Global Partnership for Development)
Addressing youth employment to reduce poverty among the youth and affordable medicine will ensure availability of treatment of RH related diseases.
