 Introduction

The 7th country programme fully reflects the ICPD agenda, UNDAF priorities, MYFF (2004-2007) and the recommendations of the mid-term and thematic reviews of UNFPA Programme components held in 2005. It has adopted a rights-based approach, which views reproductive rights of women and men as part of universal human rights and regard them as intrinsically valuable. It addresses the MDGs and PRSP goals and targets as relevant to UNFPA. It is part of the health sector SWAp with parallel funding. However, US$ 1 million will be contributed to pool funds. It is in conformity with the priority objectives of HNPSP and also builds on the experiences and lessons learned from previous cycles. UNFPA has identified different directorates under the MOHFW and other ministries as implementing partners. The programme under the 7th CP with MOHFW implementing partners will be reflected in the GOB health sector Programme Implementation Plan (PIP). Partnerships and programmes with other ministries will be separately developed for implementation with a linkage with main health sector programme for ensuring complementarity. Partnerships with MOHFW and other ministries, NGOs, development partners, UN agencies, private sectors and stakeholders will be strengthened.

The priority areas addressed in 7th CP are: Safe Motherhood, Family Planning, SRH information and services for adolescents and youth, STI/HIV/AIDS, promoting gender equality and equity. These are aggregated in 3 mutually reinforcing programme components: Reproductive Health (RH), Gender, and Population and Development (P&D).



The Goal of 7th CP is to contribute to improving the reproductive health status of the population. The outcomes of the programme are: (1) Population and reproductive health related strategies (for example, PRS, MDG, Population Policy) effectively translated into programmes, especially for the poor and vulnerable; (2) Young people are given information and services and empowered to protect themselves, specially against STI and HIV/AIDS; (3) A policy environment that promotes reproductive health and rights is created (4) Women and girls are supported and empowered to make decisions about their reproductive health and rights.
