Introduction
Introduction
The goal of the sixth country programme of UNFPA (2003-2005) was to contribute to improving the reproductive health status leading to poverty reduction, sustainable social development and well being of the people of Bangladesh. The sixth country programme has consolidated its learnings and achievements from the previous programme cycles. Central to the 6th country progarmme was the POA adopted at ICPD held at Cario, in 1994. One important aspect of the sixth country programme was that it has been planned for a shorter period of time to achieve harmonization of progarmme cycles with other UN agencies. It has been designed based on the United Nations Development Assistance Framework (UNDAF) that looked at the programmes of the United Nations from a rights-based perspective. While UNDAF focuses on the rights to survival, livelihood, protection and participation as core to the programmes, the United Nations Country Team (UNCT) has proposed joint programmes in the areas of girls' education, safe motherhood and poverty reduction. As a specialized agency in the areas of RH issues, UNFPA has been playing a lead role in the programme area of 'safe motherhood' in the concerted efforts of the UN agencies.
The programme has four purposes that include:
Increasing the accessibility and utilization of reproductive health services, especially for vulnerable, hard to reach and marginalised population groups
Improving the quality of reproductive health services
Facilitating positive behaviour changes and creating supportive environment for improved reproductive health and family welfare
Contributing to increased national technical capability and capacity to implement population policies and progarmmes.
The sixth country programme was being nationally executed through thirteen ministries of the government of Bangladesh as well as one private sector organization. It has also involved NGOs in delivering services of the pilot new initiatives under the financial and technical assistance of UNFPA.
The programme and activities of the sixth country programme have been designed and integrated under the framework of three sub-progarmmes:
1) Reproductive Health,
2) Advocacy,
3) Population and Development Strategies.
